Until now, waste data generated daily across Yokohama's facilities was scattered across paper records and spreadsheets. Confirming collection records and reconciling invoices required processing roughly 400,000 data points a year — a heavy administrative burden for both the city and its collection contractors. Because information was fragmented, it was also difficult to get an accurate picture of discharge patterns by facility and by material, a structural challenge that held back the optimization of resource collection needed for a circular society.
RECOTECH is convinced that closing these "information gaps" across the supply chain is the key to putting the circular economy into practice. To address this challenge, pool has been adopted as the standard system for Yokohama's route collection operations — not as a single-facility tool, but as large-scale infrastructure that centrally manages resource data and brings visibility to reverse logistics across an entire urban area.
■ DX Through pool: A Win-Win-Win for Government, Facilities, and Collection & Transport
In day-to-day operations, pool reduces data capture to a simple act of weighing and logging — nothing more. In a pilot rollout across roughly 200 facilities starting in December 2025 (Reiwa 7), the time facility staff spent logging and checking data was cut by roughly 70% compared to the previous process.
Full rollout establishes the following win-win-win operation.
1. [Waste-generating facilities: ward offices, schools, etc.] Minimizing input burden
Automatic logging by simply placing waste on a dedicated scale, or simple tablet input, produces accurate first-party data without adding burden for on-site staff. Integration with the electronic manifest system (JWNET) also automates reporting.
2. [Collection & transport operators] Real-time data sharing and automated reconciliation
Daily collection records can be shared with the city and facilities in real time over the network, dramatically cutting the time spent on month-end aggregation and reporting. On-site data approval also plays a key role in generating highly transparent, trusted data.
3. [City of Yokohama] Cutting 400,000 annual administrative tasks and gaining resource visibility
Billing and collection records that used to be scattered are now centrally managed on pool, streamlining an enormous amount of aggregation and verification work and enabling accurate visibility into resource flows.
■ Looking Ahead: Turning Urban Resources into Data and Optimizing Collection Logistics
Rolling out across 1,200 sites in Yokohama is a first step toward building the infrastructure that unearths resources dormant in the city as accurate data and brings visibility to reverse logistics.
Going forward, we'll use the data accumulated in pool to optimize collection routes across the entire city and to build new logistics networks for the small-volume resource streams that have historically been difficult to collect efficiently.
RECOTECH will keep establishing an economically rational model for resource circulation, advancing the implementation of a circular city in which the city itself functions as a stable source of resource supply.
